CONSTITUTION
revised Fall of 2002

ARTICLE I

Name

Section 1. This Association shall be known as the Texas Pigeon Association.

ARTICLE II

Object

Section 1. The object of this Association shall be to promote the breeding and exhibition of all variations of standard-bred pigeons: Fancy, Utility and Performing.

Section 2. This Association shall cooperate with specialty clubs and the National Pigeon Association.

ARTICLE III

Membership

Section 1. Any person interested in the pigeon hobby and willing to abide by the principles of this Constitution is eligible for membership.

Section 2. The following memberships are offered:

Senior Membership – A person 18 years of age or older will be a senior member and have one vote on all matters pertaining to the business of this Association.

Junior Membership — A person under 18 years of age shall be a junior member and shall have all privileges of a senior member with the exception of a vote.

Family Membership — All adults and children of one family unit which will have one vote total on all matters pertaining to the business of this Association.

ARTICLE IV

Dues

Section 1. The dues shall be determined by the Executive Board and shall be payable on or before January 1 of each year. Any person not having paid said dues is delinquent after sixty (60) days and shall be dropped from the membership roster.

ARTICLE V

Officers

Section 1. The elected officers of this Association shall consist of a President, Vice President and five (5) directors.

Section 2. The newly elected officers shall select a Secretary-Treasurer and a Publicity Director to serve for the same two year term as the elected officers.

Section 3. The Executive Board shall consist of eleven members: seven elected selected officers, the immediate past-president, secretary-treasurer and publicity director. The president shall serve as Chairman of the Executive Board and each member shall have the right to vote.

ARTICLE VI

Election of Officers

Section 1. No member shall be nominated for office or hold office by appointment unless he/she is a member in good standing.

Section 2. The President shall appoint a Nominating Committee of three (3) members in good standing. This committee shall nominate one candidate for each elected office. Before such nominations are made, the nominating committee shall interview each perspective candidate, explain the duties of the office for which the person is being considered, and ascertain if the party is willing and able to serve.

Recommendations of the nominating committee shall be submitted to the members present at the first meeting following the State Fair of Texas Show. After nominations have been submitted, any member in good standing shall the privilege of making additional nominations from the floor, provided the member nominated has been previously interviewed and is willing to discharge the duties the office entails

Section 3. The secretary/treasurer and two (2) members appointed by the President shall act as election commissioners, and it shall be their duty to furnish ballots to all members in good standing prior to December 10 of election years. Election years shall be known as odd years, i.e. 1979 or 1981.

Section 4. The new officers shall be installed at the first meeting of the New Year, i.e. 1980 or 1982 with a term of office of two (2) years.

ARTICLE VII

Duties of Officers

Section 1. President — the President shall preside at all meetings of this association, uphold the Constitution, make appointments for any vacancies which might occur during his term of office, and appoint all committees.

Section 2. Vice President — if the President is absent or unable to act, the Vice President shall perform the duties of the President and shall be the goodwill ambassador of the association.

Section 3. Directors — The Directors shall serve as members of the Executive Board and shall perform such duties as are assigned to them by the President.

Section 4. Secretary-Treasurer — the Secretary-Treasurer shall conduct the correspondence of this Association, retain all necessary records of the association. He/she shall keep strict account of all money from dues, assessments etc., making payments only by checks drawn on the funds of the Association. He/she shall prepare and deliver to the members of the Association an itemized report showing the financial condition of the Association at the first meeting of the year. He/she shall act as election commissioner and shall furnish the Publicity Director with a current membership list with ongoing updates throughout the year.

Section 5. Immediate Past President — Immediate Past President shall serve as a member of the Board and assist other officers in the performance of their duties.

Section 6. Publicity Director — the Publicity Director shall publicize the Association in as many pigeon publications as possible and with local news outlets where possible. He/she shall prepare and mail an association bulletin as directed by the Board. Additional mailings may be required including show catalogs, premium lists and meeting notices. He/she will also record the minutes of the meetings.

ARTICLE VIII

Annual Meeting and General Meeting

Section 1. The annual meeting of this Association shall be at a time and place to be determined by the board.

Section 2. The Association shall meet as often as necessary to fulfill the requirements of the Constitution and to maintain enthusiasm. Every attempt should be made to hold these meetings monthly.

ARTICLE IX

Quorum

Section 1. Six (6) members of which two (2) are elected officers shall constitute a quorum for the transaction of business at any meeting of the Association.

ARTICLE X

Expulsion

Section 1. Any member may be expelled for dishonest representation or conduct detrimental to the interest of the Association.

Section 2. Any member wishing to allege a grievance against another member shall report such grievance to the President in writing.

Section 3. The President, upon receipt of such grievance, shall call a special meeting of the Executive Board. After consideration the Executive Board shall vote to keep or expel the member. A two-thirds (2/3) majority is necessary for expulsion and notice of such action shall be given the Association. The membership of the affected individual shall be terminated immediately.

ARTICLE XI

Liability

Section 1. No person shall hold any liability against this Association, its officers, funds, property, or any other member of the Association in matters pertaining t the Association at any time.

ARTICLE XII

Amendment

Section 1. The Constitution of this Association or any part therein may be altered or amended at any annual meeting by a two-thirds (2/3) majority vote of the members present, provided a written notice of intent is published in the bulletin prior to the meeting

ARTICLE XIII

Rules of Order

Section 1. The business meetings of this Association shall be conducted according to this Constitution and the procedures set forth in the latest edition of Revised Roberts’ Rules of Order.
